The French champions want the Portuguese ace to replace Michael Essien but have accused Chelsea of raising the stakes.
"Tiago was the priority following the departure of Michael to Chelsea," chairman Jean-Michel Aulas told L'Equipe.
"But we are a little bit irritated by the raising of the price.
"I am a little upset."
Talks will continue over the proposed transfer as Lyon seek reinforcements before the transfer window shuts next Wednesday.
Fabinho will not be signing at Stade Gerland after Cerezo Osaka demanded a fee of é¼5 million for the Brazilian, who is out of contract in the winter.
The bid to sign Toulouse's Achille Emana has hit a major stumbling block so other options will need to be pursued.
Meanwhile, playmaker Juninho Pernambucano is close to finalising a two-year extension with l'OL after talks between Aulas and the player's agent Jose Fuentes.
