The 22-year-old striker has struggled for regular football amongst Chelsea's galaxy of stars and Blues boss Jose Mourinho recently admitted that he would be allowed to leave if the right offer came in.
Cole is desperate to further his career and was unlikely to do so at Stamford Bridge, particularly with The Blues tipped to seal the capture of Andrei Shevchenko this summer.
He now looks set to join Martin Jol's ambitious side on a four-year deal after visiting the club's training ground on Friday.
Spurs have already snapped up Dimitar Berbatov for £11 million, but are determined to bolster their squad further in an attempt to break into the top four next term.
Their search for another striker was given extra impetus by the news that Egyptian forward Mido will return to Roma next season.
Meanwhile, Tottenham have extended the deals of four promising academy graduates.
Midfielder Charlie Daniels has signed a new two-year contract, while defender Charlie Lee, goalkeeper Tommy Forecast and striker Andy Barcham have also penned new deals.
Reserve team keeper Robert Burch and academy full back Chris Riley have committed their futures to the club, but youngsters Marcel McKie, Nathan Peprah-Annan and John Kyriacou have been released.
