The United States international was prevented from joining Rovers recently because he did not play enough domestic games for The Reds.
However, Blackburn officials, including manager Graeme Souness and chief executive John Williams, attended a special tribunal in London on Wednesday and emerged confident of a favourable decision, which should be received before the weekend.
"Everything seemed to go well," said Williams. "We are told we should know the outcome in the next couple of days."
Souness is believed to have given the tribunal assurances that the 29-year-old will be his first choice goalkeeper.
