Liverpool had given the Turkish giants permission to talk to the Finnish international, but the player has snubbed a move to Istanbul to see out the last year of his contract at Anfield.
Reds boss Gerard Houllier expressed his desire for Litmanen to stay at the club despite his frustration at his lack of first team opportunities.
Gala had hoped to tie up a deal to bring the former Ajax man to the Ali Sami Yen Stadium before this weekend's transfer deadline, but his agent Harri Kampman insists he will be staying on Merseyside for the immediate future.
"All I can say is that Jari is staying at Liverpool," said Kampman. "He won't go to Turkey.
"He is ready to play for Liverpool whenever he is picked and he will continue there. He doesn't want to leave."
Meanwhile, fresh speculation from Turkey suggests that Liverpool could be ready to make a move for Galatasaray's Hasan Sas.
Sas impressed at the World Cup for Turkey, helping them to reach the semi-finals and his performances attracted the interest of a host of clubs.
The 25-year-old's future at Galatasaray is uncertain as he wants a new improved deal after his World Cup heroics with a number of clubs watching his situation.
Liverpool are in the market for a creative forward having failed in their attempts to land top target Damien Duff from Blackburn and Sas would certainly fit the bill having impressed against The Reds in their Champions League encounters last season.
The Premiership side are ready to offer £4.5 million for the player's services, but Galatasaray are thought to be holding out for a fee of £6.5 million for Sas.
