Gerrard lunged at Naysmith with both feet in Liverpool's recent draw with rivals Everton and the FA have confirmed that they will be looking at the incident after referee Graham Poll missed the original challenge.
"It looks bad on television," Houllier said.
"But if Stevie had really wanted to do anything deliberately, he would probably have broken the Everton player's leg. But there was no intent.
"I back Stevie 100 per cent on this. I want to support him all the way.
"It will be unfair if the FA are looking to make an example of high-profile players like Stevie, and I hope that is not the case.
"He is a great player, so don't kill him because he is still only young. For me, he is being judged guilty even before the incident has been reviewed."
Houllier attacked Arsenal manager Arsene Wenger for commenting on the incident.
"Even Arsene is having a go at him, and I am disappointed if he has said what he is quoted as saying because I never speak about the opposition," added Houllier.
"There is a discrepancy between the fuss made, which I understand because of the pictures on TV, and what really happened.
"The referee was there, the linesman was there, and no-one saw anything bad."
