The talented Turkish international has been on the wanted list of several top European clubs after shining in last summer's World Cup finals.
Inter have always been very much in the frame for the forward's signature but the interest from England has forced them to offer a lucrative deal to Sas.
"We deal with Hasan and his agent," technical director Gabriele Oriali told a Turkish television station.
"Hasan knows that Inter is the right choice for him.
"He will go to Milan to sign in the next five or six days.
"We have discussed matters with Hasan and his agent for a long time.
"Hasan said to me: 'Two English clubs, Liverpool and Tottenham, want me and they are ready to pay é¼2.5 million for one year. I want é¼2.5 million for one year from Inter.'
"We may not pay é¼2.5 million for Hasan. Hasan can be happy in Italy because there are two Turkish players in Italy, and we have dealt with him early."
Nevertheless, Gala vice-president Ali Durust claimed after last Sunday's match with Malatyaspor that the Istanbul giants have not lost all hope of keeping their classy 26-year-old.
Coach Fatih Terim has left Sas out of his first team squad in recent weeks.
