Kewell arrived at Anfield in the summer, with many believing he had the tools to lead Liverpool to their first title since 1990.
However, the former Leeds ace has shown his undoubted talent only fleetingly during another disappointing season for The Reds.
Liverpool can rescue something from their season if they snatch fourth place in The Premiership, which would give them UEFA Champions League football, and Houllier is backing Kewell to come good.
"Harry would be the first to admit he has not been at his best," Houllier said ahead of Liverpool's trip to Manchester United. "But I have a lot of faith in Harry.
"The injury he suffered around the New Year knocked him back.
"But he has also been unlucky, he has hit the post more times than anyone else."
