The 23-year-old was released by European champions Liverpool at the end of last season after failing to establish himself at Anfield.
The former Montpellier man initially made a breakthrough into the first team under Gerard Houllier and formed a promising left flank partnership with John Arne Riise.
However, he failed to get back into the side after a foot injury and has regularly been farmed out on loan.
After spells with Espanyol and Rennes, Vignal spent last season on loan at Rangers but did not agree on a permanent switch to Ibrox.
Rafa Benitez decided he was surplus to requirements and Vignal has now penned a two-year deal at Fratton Park after signing on a free transfer.
"Gregory is a versatile player who can play in a number of positions," chief executive Peter Storrie told the club's website.
"When his chance came at Rangers he showed what a fine all-round player he is and though he is a defender he likes to get forward.
"He is the sort of player who will fit in well."
Pompey chairman Milan Mandaric says that manager Alain Perrin proved to be a big factor in Vignal joining the club.
"Gregory was very impressed by the importance Alain puts on training and the methods he uses," said Mandaric.
"I think it's fair to say I myself could not have been more impressed with the thorough preparation Alain puts into training and his precision over every detail so it's not ironic that some of the players are responding to and enjoying it.
"Gregory is French and knew a bit about Alain's techniques and that was one of the significant factors in his signing for Pompey."
