The European champions have been keeping tabs on the highly-rated defender for some time.
The Reds have set up a deal to sign the 16-year-old which could see Stockport earn up to £750,000 if he makes the breakthrough at Anfield.
Tunnicliffe has yet to make his first team debut for Stockport, but he is so highly thought of he has been included in the first team squad this season.
Liverpool boss Rafa Benitez has shown he is planning for Liverpool's long-term future and the deal is similar to the move he made for Jack Hobbs from Lincoln last summer.
Chris Turner admitted he did not want to lose the talented teenager, but insists the offer is too good to turn down.
"Sometimes you have to do things that you wouldn't really want to do," Turner told the club's official website. "But if it gives the club a lifeline then you have to make a tough decision.
"It goes without saying that it would help if we could bring some finance into the club, not just for the team that goes out on a Saturday, but also for our Centre of Excellence, which is the lifeblood of the club."
