The Valencia defender is unhappy with his lot at the Mestalla and is coveted by their Primera Liga rivals.
Navarro is not in the plans of Che coach Quique Sanchez Flores after struggling with a mysterious knee injury.
Depor are willing to rescue the centre half from his misery and have offered Navarro a deal at the Riazor.
With Navarro out of contract at the end of the season, he is keen for the two clubs to reach an agreement to facilitate his transfer when the transfer window reopens in January.
"I have a proposition from Deportivo and I wish for an agreement between the clubs," affirmed Navarro.
"I only want to play football and, as that is not possible in Valencia, the best solution is my exit."
During the summer transfer window, Navarro was the subject of a bid from Liverpool after playing under Reds boss Rafa Benitez at Valencia.
The offer was not financially tempting enough for the Spanish outfit and Navarro was left to reflect on missing out on a move to The Premiership.
He added: "At that moment, the club told me that Quique wanted me in the team but in these last few months things have changed."
