The 25-year-old Dutchman has moved to Anfield in a deal that saw Spanish defender Josemi move in the opposite direction to return home to join Villarreal.
The Holland international defender says that he has always dreamed of playing in England - and has been impressed with what he has seen so far.
"They're very nice people here and they are trying to help as much as they can," said Kromkamp.
"The training facilities are unbelievable, and the stadium is very good.
"If Liverpool come along it's a choice that's not hard to make.
"It's always been a dream of mine to play in England and if you can come here to this great club to play here then the choice is very easy I think.
"It was hard at Villarreal as I moved so quickly, I did not have even a month to learn the language.
"But the language was not really a problem, I did not leave because of the language, I left because I wanted to come to Liverpool."
Liverpool boss Rafa Benitez is happy with his new addition, and says that the transfer was a good move for both players.
"We knew that we needed some players, some new players with energy and hunger," said Benitez.
"When we had this opportunity it was good for both men. Kromkamp wanted to play more games and maybe he will get that chance here.
"Josemi needed to play in Spain again, and now I think he will be a much happier player."
Benitez believes that Kromkamp will not have too many problems adapting to The Premiership, with speaking English a real benefit.
"He's a strong player and he has the advantage of speaking the language. Also he is a player with international experience and I think he can do a good job for us.
"It's easier for the Dutch players because of the language and the style of life.
"I think he is a player who can give us something important. We need to use all our squad and he will make us stronger."
Benitez is not stopping at the signature of Kromkamp, with the centre of his defence still in need of strengthening.
The Spanish coach is thought to be on the trail of Danish stopper Daniel Agger, and he admits that he is still searching for more new players.
"We don't need a lot of players but we are looking at who is available and who would be right for us.
"We want a centre back and we have three or four different options. We are checking them all out and looking to decide who we want to bring in.
"At the start of the season I said we needed a new right midfielder and, again, we have options in that area. Maybe we don't need one at all now with Stevie playing in that position, and with Pongolle and Luis also able to play there. We'll have to decide."
