The 20-year-old has played just one game for the European champions this season, and will now head across the River Mersey to join Rovers.
Raven started off his career at Prenton Park but near neighbours Liverpool swooped to sign him when he was just a teenager.
Brian Little will be able to count on the services of the versatile defender for the remainder of the season, although there is no indication that a permanent move could follow.
Rafa Benitez has decided that Raven does not figure in his starting XI plans for the rest of the season, and feels he would be better served with some more action.
Benitez has also allowed Chilean winger Mark Gonzalez to return to Spain with Real Sociedad on loan for the rest of the season as his work permit problems in England persist.
Benitez insisted Djibril Cisse will not be moved on despite Robbie Fowler's arrival, but Florent Sinama-Pongolle could go out on loan with several French sides interested.
