The Swiss star joined Bayern from Basel for over £10million in 2012, but he has failed to become a fixture in the first team.
He has scored five times this season, but has been limited to just eight starts and that has led to speculation that he could be on his way out of the Allianz Arena.
Erdin Shaqiri admits that his brother will be considering his options, but he insists that they will be talking with Bayern Munich before any decision is made.
"Xherdan is 22 and he needs to play regular matches, he does not do that at this point in time," he told Swiss daily Blick.
"We will surely keep on waiting until the summer. But if there are clubs like Liverpool, Manchester United, Internazionale or other quality clubs are keen, we will surely listen to them.
"However, Bayern Munich will stay on being the first partner of communication, before we talk to other clubs."
Shaqiri is set to be one of Switzerland's key players at the World Cup finals this summer.
