Celta coach Victor Fernandez is believed to be looking for a new left back and he has been linked with Juventus' Athirson as well, but Silvinho is thought to be his top target.
Silvinho is on his way out of Highbury after being told by Arsene Wenger that he is surplus to requirements.
The former Corinthians ace has lost his place in The Gunners team due to the emergence of England international Ashley Cole and has not even been handed a squad number for this season.
Celta are trying to bring Silvinho to Spain on a one-year deal, which could suit Arsenal as, if he stays at Highbury and fails to play enough games this season, his work permit may be revoked.
The full back does not hold a European passport and has not won enough international caps to be guaranteed a work permit.
If Celta do convince Arsenal to let them have Silvinho on loan they will have to trim their squad as they already have the allowed amount of non-EU players at the club.
The Spaniards could be forced to offload Chilean ace Pablo Contreas to free up a place for a non-EU player
La Liga teams are only allowed to register four non-EU players and at present Celta have Contreas, Benni McCarthy, Zvonimir Boban, Edu and Ivan Kaviedes as their foreign players.
Celta could also be ready to listen to offers for Ecuadorian ace Kaviedes and South African international striker McCarthy, who has been linked with a move to England with Aston Villa, to allow them to sign Silvinho.
