Poom was believed to be top of the list, however Moyes has now turned his attention to Wright after failing to lower The Rams' valuation of the Estonian international.
The club could be close to agreeing a fee for the star, after The Blues' chairman Bill Kenwright confirmed the club are negotiating with The Gunners for the England international.
"I can confirm that we are at an advanced stage of negotiations with Arsenal Football Club for the transfer of Richard Wright," said Kenwright to evertonfc.tv.
Wright only joined The Gunners last summer from Ipswich Town for £5 million, but made a series of crucial blunders when given a chance to impress during David Seaman's absence.
The 24-year-old came under fierce criticism after Arsenal's 2-0 Champions League defeat against Deportivo La Coruna, leading many to believe manager Arsenal Wenger may axe the Ipswich-born star.Meanwhile, Arsenal's long-serving defender Tony Adams is expected to announce his retirement from football this week and accept a coaching job at the club.
The 35-year-old, who had been linked with management jobs at Watford and Brentford, is expected to be named the club's new Under-15's coach.
