Vieira and Ljungberg are ruled out through injuries picked up against Newcastle, while Campbell is still on compassionate leave after the death of his father.
Wenger will also be travelling to the Russian capital without Dennis Bergkamp - who has a fear of flying.
Martin Keown and Ashley Cole have recovered from knocks they collected against Newcastle, but Wenger has still called up youngsters Justin Hoyte, Efstathios Tavlaridis and David Bentley to bolster his numbers.
"Ashley and Martin will be playing but Patrick and Freddie have not travelled," Wenger said.
"Justin Hoyte, David Bentley, Stathis Tavlaridis and Jeremie Aliadiere are on the trip.
"Basically, anyone who regularly practises with the first team is going."
Campbell has missed Arsenal's last two games due to personal reasons, and the England defender will not play against Lokomotiv either.
"Sol is not travelling, but he is back in full training again," explained Wenger. "He is a little short physically and of course he is a bit down."
