Colombian hot-shot Angel has hit a rich vein of form this term, prompting speculation that Gunners chief Arsene Wenger has added him to his list of targets.
Angel fuelled the fire by admitting he was flattered to be linked with Arsenal, but it would appear the striker is staying at Villa Park.
"If Juan is linked to a club like Arsenal, it is a big compliment to him because they are one of the biggest clubs," said O'Leary.
"I hope in the future many more of our players are linked with big clubs because it means they will be good players.
"Is he staying here? Without doubt - and he wants to stay here. That is what he has indicated to me when we have talked."
O'Leary has held talks with Angel's representatives about extending his contract, which has 18 months still to run, and he will be desperate to keep hold of a player who could play a key role in their fight to avoid the drop.
Villa, meanwhile, have told Blackburn to up their offer for goalkeeper Peter Enckelman.
Enckelman has been on loan at Rovers for the last two months and Ewood Park chief Graeme Souness has been suitably impressed to table a bid.
However, Villa have rejected the bid, with a statement on their website reading: "They tabled an offer on Friday and that offer was rejected.
"The ball is now in their court and we'll have to see what happens."
