The East Anglian side were struggling defensively and Royle outlined the French stopper as the man to plug the gap.
Clichy has played a more prominent role for Arsene Wenger over the last three months, making 14 appearances since November 22.
The former Cannes defender started The Gunners' recent victories over Celta Vigo and Chelsea due to Ashley Cole's absence with a back injury.
"Yes, we asked about him and he would have been an answer to our full-back problems," said Royle.
"But Gael is in the Arsenal European pool and he has since emerged to make a big impact on the first-team scene.
"Arsenal did not feel they could release their player and that was the end of the matter."
