The Frenchman wanted the Brazilian to miss his country's South American World Cup qualifier match in Paraguay on March 31 so he could be available for the United tussle less than 72 hours later.
But Wenger has been forced to concede defeat in the tug-of-war: "He is definitely out of the semi and that is a blow. But what can I do?"
Wenger has been accused of applying pressure on the midfielder to miss the match which prompted the Brazilian Football Association to threaten to take their row with The Gunners to Fifa.
A Brazilian FA spokesman said: "It is not fair for a player to be made to feel guilty for representing his country.
"We made it clear we needed him and that Fifa would be happy to make this clear. Arsenal eventually saw sense."
In other news, Arsenal back-up goalkeeper Stuart Taylor's season could come to a premature end with the news he has suffered a setback with the same shoulder injury that ruled him out of most of last term.
The 23-year-old made his comeback for the reserves last month but the injury flared up again last week.
Wenger feared the worst for his charge saying: "If the shoulder has gone again, he is out for another three months or more."
