The 27-year-old spent last season on loan at Albacete and impressed Gunners boss Arsene Wenger with his performances.
Almunia produced a number of polished displays in helping the club secure their Primera Liga status.
He returned to Vigo in the summer and Celta felt it wise to cash in following their relegation.
Gunners chief Wenger came calling and had little difficulty in wrapping up a deal for a keeper he hopes will provide competition for number one Jens Lehmann.
"We are pleased to have signed Manuel Almunia, who we have been watching closely for a while now," Wenger told the club's website.
"He is a goalkeeper who will provide good support to our squad and he has proved last season during his time on loan at Albacete that he can perform effectively at the highest level."
Commenting on his transfer, Almunia said: "I am so happy to be joining Arsenal. They are a great club with a squad full of fantastic players.
"Arsenal showed last year that they are truly one of the best teams in Europe and I am delighted that I am now a part of this football club.
"I hope that I can help the club challenge for trophies next season."
