Spanish radio reported on Tuesday that The Gunners had accepted a £23.1 million deal for their skipper, but Wenger insists no deal has been struck as of yet.
"I categorically deny Arsenal has accepted any proposition from Real Madrid about Vieira," Wenger is quoted as saying in L'Equipe on Wednesday night.
"I won't say anything else."
Vieira could still head to El Santiago Bernebeu but the deal looks to be dragging with his thigh injury adding to problems over his wage demands, while Wenger insists a fee has not even been agreed.
Although Porto star Maniche is said to be Vieira's replacement, Wenger has already bolstered his midfield with Flamini.
However, Marseille say that the youngster should have signed his first professional contract with them after coming through their youth system.
Fifa may have to be called in to settle the matter as l'OM chairman Christophe Bouchet has threatened not to send all the documentation to seal the transfer.
"Mathieu Flamini has contradicted the rules because he was forced to sign his first professional contract with the club that educated him," said Bouchet.
"The French League asked us if we had offered him a professional contract, and we did.
"We had to hire a new player (Eduardo Costa) because he left and we suffered an important loss.
"The case is far from being settled."
