The full-back is looking to leave Auxerre for a fresh challenge and has set his sights on winning a switch to England ahead of next season.
Auxerre have lost a number of key players already this summer and are determined to hang onto Sagna for next season.
However, Arsenal have not given up hope of luring the 24-year-old to Emirates Stadium and have held talks with the talented stopper.
Bourguoin, though, is confident Sagna will stay an Auxerre player as they have yet to strike a deal with The Gunners.
"Sagna is still an Auxerre player," Bourguoin told L'Equipe.
"Yes Arsenal are in talks with the player but we are extremely far away from any possible agreement.
"I can even say that the probability of him leaving is less than 50 per cent."
Meanwhile, Auxerre are set to sign Marseille's Toifilou Maoulida on a three-year deal, subject to him passing a medical.
"Toifilou Maoulida will join next season if the final details and medical exams are completed," an Auxerre spokesman told the club's official website.
Ajaccio midfielder Kamel Chafni will also join Auxerre next week on a four-year deal.
Troyes starlet Blaise Matuidi, who is valued at é¼8million (£5.4m) by the Ligue 2 club, is another target for the Stade Abbe-Deschamps side.
