The Croatia international agreed a move to Arsenal on Monday after another impressive season at Dinamo Zagreb.
Hill-Wood accepts that da Silva's signing may have raised a few eyebrows as he is not a household name in the United Kingdom.
However, da Silva scored 34 goals in 32 games last season and Hill-Wood believes his finishing ability will help rectify the problems of last season.
Hill-Wood thinks Wenger has a good eye for up-and-coming talent and is confident da Silva will be a success.
"He's a very highly-regarded player and he's been bought to score goals," he told the Daily Star.
"Arsene is full of surprises and he knows what he's doing. This player is certainly better than some of the forwards we've been linked with.
"Scoring goals was a bit of a problem last season but hopefully we'll also have a few more from midfield.
"Arsene has unearthed a few gems before with players who have not been particularly well-known and we hope it continues."
Hill-Wood also hinted that Wenger was looking to bring in further signings over the coming weeks.
"As always with Arsene there is a lot of work going on behind the scenes," he said.
