Sagna featured for the first time this season against QPR after recovering from a broken leg, while Wilshere's appearance was his first for Arsenal since May 2011.
Both players produced impressive displays in the 1-0 victory and match-winner Arteta is delighted Arsene Wenger now has more options available.
"They both made a big difference," Arteta told the club's official website. "Bac was brilliant going forward and in his defending, and Jack showed what he can do for the team.
"I am really pleased that we are starting to get some players back."
Arteta also praised the role Arsenal boss Wenger is playing in helping to ensure the squad remains confident, particularly following successive defeats before the QPR game.
He added: "The boss was brilliant because he was very positive about the way we have to play and the belief we have to have.
"It is good that in the bad moments he keeps believing in us and gives us confidence, so we kept playing as we always do and got rewarded.
"We knew we would have to play really well to beat QPR, and we created the chances but left it until the last few minutes [to score]!"
