The 36-year-old, who is also the manager of the Wales national side, has moved on a free transfer, signing an 18-month contract, and Souness should include Hughes for Wednesday`s home Division One clash with Tranmere Rovers.
Speaking of the move, Souness said: "People will say he's 37 but we believe he can still do a job at the highest level."
Rovers chief executive John Williams said: "Mark has joined in training this morning and will play against Tranmere if selected."
It is almost certain that the former Barcelona and Manchester United man will figure on Wednesday, with Matt Jansen, Nathan Blake and James Thomas all injured, leaving only Egil Ostenstad and Craig Hignett as fit attacking options.
Hughes had been linked with a move to Leicester, as a possible replacement for unsettled Stan Collymore, as well as the management position at Cardiff City, but he has decided to stay in Lancashire and move to Ewood Park.
Rovers are also on the trail of attacker Tryggvi Gudmundsson from Tromso and it could cast doubt on the future of Ostenstad.

In August, the Rovers boss hinted that the former Southampton player was surplus to requirements and Hughes` arrival could push him further down the pecking order.
