David Moyes is known to be looking to reshape his squad and, providing the Merseysiders retain their Premiership status, Mendy is believed to be on his list of likely targets.
PSG are embarking on something of a close season clear-out with Nicolas Anelka, Sylvain Distin and Peter Luccin all looking certain to complete moves away from Parc des Princes.
Mendy, 20, is also keen on a transfer, and is interested in joining the large number of his compatriots in England.
The former Caen man, who is an accomplished right back, has grown frustrated at a limited amount of opportunities at PSG, but refused to blame manager Luis Fernandez, and just feels the time is right to obtain more first team football.
Although featuring 18 times in Le Championnat this season, he has only started five games, but is a player who has Champions League experience from each of the past two campaigns.
Meanwhile, Everton have announced they have raised £30 million in funding courtesy of a finance package arranged by Bear, Stearns International Limited.
The financing is a securitisation of The Toffees' current and future season ticket receipts and will hand much-needed transfer funds to Moyes.
