The 20-year-old has been pushed out of the picture in the French capital under coach Luis Fernanadez and wants a fresh start.
"I am disgusted with how my season went," Mendy told the Daily Star.
"I don't like being out of the first team but the coach made his choices and they paid off.
"Even though there are three years left on my contract, if the coach doesn't want to keep me any more, I'll leave with my head held high."
PSG have already sold Nicolas Anelka and Sylvain Distin to Manchester City and are ready to part with French Under-21 international Mendy as they rebuild for the nearing Championnat season.
Everton have been monitoring the player`s situation since the middle of last term, and the news that he wants to move on may prompt Moyes to make an approach.
The Toffees` players are currently in France for pre-season training and Moyes is learning more about his players before the new campaign begins.
"They will all go to a hospital in Lyon for a few days where they will have numerous tests - dentistry, on their feet and stress tests as well. It should find out what their strengths and weaknesses are," explained the Scot.
Meanwhile, Everton are the latest club to be linked with a move for Republic of Ireland defender Gary Breen, who is out of contract at Coventry City.
