Samuel, 22, arrived at the Scottish Division One side in the summer after work permit problems prevented the Trinidad & Tobago star from linking up with the club sooner.
Miller, 18, was Falkirk's top scorer last season and is a product of the club's youth academy programme.
Miller spent some time on trial at English Division One side Nottingham Forest in the summer, and is widely acknowledged as one of the brightest prospects to emerge from Scotland in many years.
Both players are able to operate in midfield or up front, and Falkirk manager Ian McCall is loathed to let them leave whilst his side are joint top of the Bell's First Division.
Falkirk are hoping to finally gain promotion to the Scottish Premier League after being refused entry in the past for failing to meet ground safety requirements.
