The 31-year-old is out-of-contract with The Bhoys and Royle has made signing a goalkeeper a top priority as the club look to cash in on Italian shot stopper Matteo Sereni.
The Portman Road boss confirmed the Spaniard is in his thoughts, saying: "Javier has been recommended to us by a number of agents and he is someone we are well aware of and are considering.
"There are also a couple of other keepers I have in mind but I won't be making any moves for them until I get back from holiday.
"I'm still confident that we will have someone in place well before the beginning of the season."
Other targets mooted are Birmingham's Ian Bennett, Grimsby Town's Danny Coyne and Everton reserve Paul Gerrard.
Royle hinted that should he land his target upon returning from his holiday, that would be the end of the Division One side's summer acquisitions: "I don't anticipate I will be making any more signings after that."
