The Latics have already stated last week they may need to sell players in order to remain in business, and defender Hall is seen as their most valuable asset.
The 22-year-old's performances at Boundary Park last term made several managers sit up and take notice, with Goodison Park boss David Moyes rumoured to be highly impressed.
Former Leeds chairman Peter Ridsdale is rumoured to be considering a move to take over the troubled Second Division outfit, as the club desperately seek to secure their financial future.
But with The Toffees thought to be unwilling to meet Oldham's valuation of the player, the Boundary Park club may be forced to reconsider their stance if an injection of cash is not forthcoming.
Hall has now ruled out a move to First Division club Cardiff City, preferring to wait and see what the situation will be with his current side.
Fitz told Oldham Athletic's official website: "There was some interest from Cardiff, I didn't really want to go there until I found out what's happening with Oldham, because to tell you the truth I don't really want to leave Oldham and if everything goes well, I'll be playing for them next season, so we'll just have to wait and see."
