Flamini shone for Marseille last season, but has yet to sign a first professional contract, making him a prime target for major clubs.
However, the 20-year-old's advisers took their time over a contract offer from The Toffees, and it appears to have ended Flamini's chances of coming to England.
The youngster may now accept a less lucrative deal to stay with Marseille, who are keen to tie him to a three-year deal.
Director of sports at l'OM, Pape Diouf had earlier told the player that he would not be held to ransom on a new contract.
Diouf told the French press that Flamini would not be given guarantees of a first team spot, and that his wage would be in line with his tender age.
