Bakari had spent part of pre-season on trial at White Hart Lane and had impressed new Spurs boss Jacques Santini.
But Spurs' offer of a three-month deal for the 29-year-old was rejected by the angular African's club Lens.
The French side were not keen on such a short-term deal, particularly as Bakari still has two years remaining on his present contract.
It remains to be seen if Spurs rekindle their interest but Everton could prove to be the beneficiaries of the failure to strike a deal.
Reports in France suggest The Toffees are keen to acquire Bakari as David Moyes seeks to reinforce his squad before the Premiership kick-off.
Moyes will be looking to beef up his attack after selling Tomasz Radzinski to Fulham and with Wayne Rooney injured for the opening few weeks of the campaign.
The Everton boss has endured a frustrating summer in the transfer market but could receive a timely lift if he firms up his interest in Bakari.
