The Czech Republic international is unsettled at the German Bundesliga outfit after enduring a difficult campaign last season at Borussia-Park.
The former Hamburg and Banik Ostrava player fell out of favour under former Gladbach boss Dick Advocaat and, despite the club's change in management, Heinz seems keen on a move away from Germany.
The striker has yet to commit himself to a new deal at Gladbach and both The Toffees and Strasbourg are seemingly monitoring Heinz's situation.
Everton boss David Moyes is keen to boost his attack before they mount a challenge in the UEFA Champions League this coming season, while Strasbourg want to sign a striker before they embark on a campaign in the Uefa Cup.
The Ligue 1 club want to sign Guingamp star Moumouni Dagano, but with a deal looking increasingly complex, Strasbourg may turn their attentions Heinz as an alternative.
It remains to be seen if Heinz decides to stay at Gladbach or opt for a fresh start at another foreign club this summer.
