Dale were forced to look for a new keeper when regular custodian Neil Edwards suffered a reaction to an old knee injury and he becomes John Hollins' first signing since taking over at Spotland.
"I am very pleased that Steve has agreed to join the club on loan at such short notice," Hollins said.
"It is very important we get Neil Edwards in tip-top condition and by bringing Steve in it will allow Neil a good rest."
Banks was equally delighted with the move and looked forward to the prospect of first team football, after appearing only twice for The Trotters' first team this season.
"It will be a nice opportunity for me to get in some games and perhaps put myself in the shop window," he said.
"I know Neil Edwards and Matthew Gilks very well and they speak very highly of the club. It says a lot when people like Neil Edwards have been at the club so long and continue to work so hard.
"I was actually training with them both on Wednesday but Neil had to pull out through his injury. I am very much looking forward to it and we'll see how things go in the month I'm here."
