Palmer is targeting Peterborough midfielder Jimmy Bullard and Bolton goalkeeper Steve Banks.
The Hatters chief watched Bullard in action at Huddersfield last week and was impressed by his performance.
"It was a terrible game, but Bullard shone and was the best player on the pitch," Palmer told the club's official website.
"We have made enquiries, but can't make a move until the chairman gets back into the country.
"He is exactly the sort of player we are looking for and someone I believe can give us a spark in the middle of the park.
"We also believe Peterborough have turned down £350,000 from Birmingham, but in the current climate I find that hard to believe."
Palmer is also very keen on Banks, but could face competition for him from Stoke and Bradford.
Banks's loan spell at Stoke has now expired and Palmer is hoping to agree a deal to bring him to Edgeley Park.
"Stoke have won three and drawn two of their games when Steve has played so I am sure they will be keen to keep him," added Palmer.
"We are hoping to bring him here initially on a month's loan with a view to a permanent move.
"But I will be speaking to him again this week and he has promised me an answer by the weekend."
