The former Milan and Alaves hit-man has failed to secure regular football with the Vicente Calderon side and has not scored from seven La Liga appearances this term.
Moreno rose to prominence during his Alaves days, starring in the club's thrilling Uefa Cup final defeat to Liverpool at the end of the 2001 season, culminating in a move to Milan.
However, after failing to settle in Serie A he returned to Spain in the summer of 2002 by joining Atletico, but, following an inconsistent first season back, he is now out of the first team picture.
Moreno's pedigree is undoubted, scoring an impressive 22 goals from 34 matches for Alaves in the 2001 campaign - including a brace in the Uefa Cup final.
Despite his lack of form at club level, Moreno proved he knows where the back of the net is scoring the only goal of the game in Cameroon's 1-0 defeat to a Valencian selection at the weekend.
Wanderers already have one Spaniard on their books, former Real Madrid ace Ivan Campo and the versatile star would welcome Moreno to The Reebok.
"I know they (Bolton) have travelled to Madrid but I don't know what will happen," said Campo.
"But, if Javi Moreno comes to Bolton, he'd be welcome."
