The Russian club also say that Bulykin has now joined up with Portsmouth on trial.
Bulykin had rekindled talks with Bolton earlier this week, but now Pompey appear favourites to land him after making their move.
"Bulykin is at the moment in Portsmouth," said Dinamo director Yuri Zavarzin.
"We will know soon if he will stay there or will come back.
"It's more possible that he will sign a contract with one of the English clubs. This will be a sale of the player, not for a loan."
The Bulykin deal could signal a busy week for the South Coast outfit, who are being linked with up to four Greek signings.
Pompey coach Velimir Zajec was director of football at Panathinaikos and has an intimate understanding of the Greek League and is now hoping to use this to his advantage.
Angelos Basinas of Pana is a long-standing target for Pompey and they are trying to broker a deal now, although they will wait until the summer if they have too.
Goalkeeper Konstantinos Chalkias, also at Pana, is another known to be attracting Zajec's attentions and Pompey were originally linked with him earlier this month.
The others on Pompey's list are believed to be Egaleo defender Giorgios Alexopoulos - who once had a trial at Burnley - and AEK Athens' impressive captain Kostas Katsouranis.
Of the four Greeks - Chalkias, Katsouranis and Basinas featured in Greece's Euro 2004 winning squad.
