Hughes's current deal with Charlton expires this week and he is leaving The Valley.
The 31-year-old is now due to hold talks with Tigers boss Phil Brown.
"He is a player we are interested in signing," Brown told the Hull Daily Mail.
"He has come up on our radar recently and yes, we are interested in talking to him.
"He has that welcome knack of scoring goals from the midfield and that is something we have identified as an area we need to improve on.
"Last season, the amount of goals coming from midfield was not good enough and I would like to bring in a player that would help us in that department.
"Bryan is a player who has scored a lot of goals from midfield throughout his career."
Pedersen is also available on a free transfer after he was released by Bolton at the end of the season.
Hull are now looking at also adding the former Danish international to their squad.
"Henrik would like to stay in England for a couple more years and there has been interest from a number of clubs," said agent Michael Johansen.
"There has been interest from the Premiership but mainly from Championship sides."
Hull are also believed to be in the hunt for Oldham's Richie Wellens and Chris Lucketti of Sheffield United.
