The former Liverpool shot-stopper wants the whole summer off to rest after a long hard season at Ewood Park.
The 32-year-old, who enjoyed a tremendous season last term, is believed to have informed US coach Bruce Arena of his decision.
Friedel's withdrawal may open the door to a call-up for Reading goalkeeper Marcus Hahnemann for the tournament in France next month.
Hahnemann has not heard anything about his possible involvement but he is hopeful of getting the nod to play.
"I have not heard whether I will be in the Confederations Cup squad but I have spoken to Bruce and I hope to play," said Hahnemann.
"I understand Brad has not had a summer off for a while due to the World Cup, qualifiers and injury - so I think he needs a break."
