The 29-year-old is currently out of contract at Selhurst Park and looks likely to find pastures new after The Eagles bought Darren Ward for £1.1 million from London rivals Millwall last month.
Ward's arrival looks to have made the former Brentford player surplus to requirements, with Championship rivals Reading reportedly linked with the centre back.
"I think that Darren Powell, with the signing of Darren Ward, will not re-sign," Dowie told The Croydon Advertiser.
"I think he was very disappointed. I think he wanted to stay."
With teenage winger Wayne Routledge on his way to Tottenham Hotspur, Dowie is hopeful that Dougie Freedman and Danny Granville will sign new deals with the club.
"We are talking to the two of them," Dowie added. "We are hopeful of re-engaging Dougie and Danny."
Palace, meanwhile, are thought to be taking a closer look at Tunisian international striker Karim Essediri.
The Tromso hit-man is currently with the African Cup of Nations holders at the Confederations Cup in Germany.
