Hatters boss Mike Newell has completed the expected arrival of striker Rowan Vine from Portsmouth, while Markus Heikkinen and Dean Morgan have also moved to Kenilworth Road.
Vine spent last season on loan at Luton from Pompey, and helped the club achieve promotion from League One.
Vine has now signed a three-year deal at Luton and has been handed the number nine shirt for the coming season.
Finnish international Heikkinen has also joined Luton, arriving from SPL side Aberdeen to sign a two-year deal at the club.
The 26-year-old has played in England before with Portsmouth, and is looking to have a second chance south of the border.
Morgan joins from Reading, with the former Colchester striker also penning a two-year deal with The Hatters.
Morgan has had a trial with Luton earlier in his career but is now back on a full-time basis and will be challenging for a first team place next term.
