The Pompey boss is keen to strengthen his side for the promotion push to The Premiership this season following a broken foot injury to striking target Deon Burton.
The Rams hit-man had been on loan with the Fratton Park outfit but hopes of a permanent move were scraped once Burton's injury occurred.
Redknapp feels his side needs to boost his if they are to win promotion and sees both Ravanelli and Sherwood as key targets to completing his side.
Redknapp told The News: "We're never going to get a better opportunity than this. We've got build on it.
"We can't sit back waiting for something to happen and then see it all fall around our ears.
"We're in a great position and it's time to push on and have a real go. This is a rare chance and we need to keep improving.
"I think I need two more players to give us a real chance this year. We need a little bit more quality in one or two areas.
"I wanted to sign Deon Burton but he's fractured a bone in his foot, so I can't see that one happening.
"We're not going to be paying fees for anyone. We just need to do deals. The investment is in wages.
"Fabrizio Ravanelli is on £40,000-a-week but you would give him £10,000 gross. Derby would pay the rest.
"Middlesbrough are paying three-quarters of Gianluca Festa's wages. Clubs are prepared to do deals to save themselves money on wages.
"Getting Tim Sherwood is the key for me, and we also need another striker.
"I've spoken to Spurs, and there is a deal to be done. I would like it to happen, but whether it ever will is something else."
