The Foxes took the lead with just nine minutes on the clock with Trevor Benjamin netting only his third goal in 54 appearances for City.
James Scowcroft closed down well and the ball bounced kindly for Benjamin who unleased a left-footed volley to bag a rare goal at the Walkers Stadium.
Pompey controlled possession but lacked a cutting edge in the first half with City working hard to deny the visitors space.
After 51 minutes Paul Dickov should have doubled the hosts' lead but shot wide when well placed and the miss was to prove costly.
With Pompey seeming to run out of ideas it took a moment of magic from Taylor in the 64th minute to break the Foxes' resistance.
From 25 yards out Taylor curled a fantastic effort with his weaker right foot into the far corner with the ball rebounding off the post and into Ian Walker's net.
It was Taylor's seventh goal of the season and could prove pivotal in Portsmouth's bid for promotion to The Premiership.
