The England Under-21 captain is wanted by Burnley, Coventry City, Gillingham and Sunderland on a loan basis.
O'Neil spent time in the division last season with Walsall and is not a first team regular with Harry Redknapp's Pompey.
He has made one substitute appearance this term - at Charlton Athletic - but that is only due to injuries in Portsmouth's engine room.
With Amdy Faye and Aliou Cisse both currently sidelined, Redknapp is reluctant to allow the midfielder to leave Fratton Park immediately.
However, with Cisse close to make his Pompey debut, Redknapp is starting to consider the offers from The Championship.
"I'm sure there are plenty of teams who want to take Gary O'Neil," said Redknapp.
"I've had several on to me about him already.
"I won't let him go now but when others are fit I'll make a decision.
"It could do him good to have a spell away on loan, to get some games under his belt."
