The Dinamo Moscow ace has impressed on trial at Pompey and they are keen to take him to Fratton Park on a permanent basis.
The Russian international has undertaken trials at Crystal Palace and Bolton, but Portsmouth are hoping to steal a march on their rivals by luring him to the South Coast.
Portsmouth are believed to have agreed a £1.2 million fee for Bulykin with the move subject to a work permit being won.
Bulykin could be joined at Pompey by Greek goalkeeper Kostas Chalkias who is thought to be undergoing a medical at the club.
Portsmouth have agreed a deal with Panathinaikos for Chalkias with only a medical to be passed for the move to be completed.
Fratton Park assistant coach Joe Jordan admitted the club are close to tying up a few deals.
"In one case there is a work permit and that is very tight, it doesn't happen overnight, and another is involved in a medical which is straightforward but it does take time," said Jordan.
"Until they are completed or eventually sorted out it is all possibilities. Whether they will be in for Saturday is in other people's hands."
Another new face who could win a move to Portsmouth is Zelko Popovic as he is currently on trial at the club.
