The Portsmouth hit-man proved a key member of Luton's squad last season, having played the entire season on loan at Kenilworth Road, as The Hatters claimed the League One title.
Despite his interest in Vine's return to Bedfordshire, the former Hartlepool United boss is still no clearer as to his availability.
"I have spoken to Rowan and he is no clearer as to what is going on at Portsmouth," Newell told the club's official website.
"I'm not sure who is in charge there at the moment, so we are still awaiting to see if he is needed by them for next season."
Newell is also waiting for an answer from another striker in Steve Howard, with the Luton boss seemingly ready to put a timeline in terms of a reply from the 28-year-old.
"His agent's still making demands, but we're going to have to make a decision sooner or later and now we need to put some sort of timescale on it," Newell added to the Luton News.
"If he's not going to be staying, then we need to know because we don't want to be left short with the transfer deadline coming up."
Another Luton player to receive a new contract offer is Peter Holmes, with Newell also awaiting a decision from the midfielder.
