Pompey chief Harry Redknapp has been boosted by the arrival of millionaire investor Alexandre Gaydamak and he is looking to spend heavily this January.
However, Arca looks unlikely to be part of Redknapp's revival at Fratton Park.
The popular Argentine is fully committed to helping Sunderland battle against relegation and his agent Stefan Schwarz insists that Arca will not be quitting the Stadium of Light.
"Julio is happy at Sunderland and is focused on trying to help them stay up," said Schwarz.
"He feels responsible for the position they are in and wants to stay and fight."
Meanwhile, Redknapp is believed to have told Serbian Zvonimir Vukic that he is free to leave the club.
