The Bulgarian striker was offered a one-year extension at Fratton Park, with a further 12 months depending upon on appearances.
But Todorov featured just once for Pompey in the second half of last season after returning from a loan spell at Wigan Athletic.
He was concerned about his opportunities for next season and his agent Mark Donaghy has confirmed Portsmouth's offer has been turned down.
"We have told Portsmouth Toddy will not be accepting their offer of a contract," Donaghy told the News.
"It's time for him to move on and we are currently speaking to a number of clubs, many of them English."
The former West Ham United forward spent over five years with Pompey and he has been linked with Championship duo Leicester City and Stoke City.
