Kelly, who has been on the transfer list after having a request accepted by Rovers boss Graeme Souness, is expected to complete his £600,000 move next week subject to a medical.
Spurs boss Glenn Hoddle is looking for a new goalkeeper, with Ian Walker poised to move to Leicester City, and he has targeted Kelly as a perfect replacement, who will provide quality cover to first choice shot-stopper Neil Sullivan.
Walker is set to complete his £2 million move to The Foxes next week and Hoddle has moved quickly to fill the void left by the former England international.
Kelly had grown increasingly frustrated at Ewood Park, after being frozen out since the arrival of former Liverpool ace Brad Friedel last November, and he had made his intentions clear he wanted to move to play more regularly.
The 32-year-old Republic of Ireland international had been linked with a move to Manchester United before the champions signed Andy Goram and he has rejected proposed moves to both Wolves and Cardiff.
The lure of The Premiership seems to be too strong for the former Sheffield United ace to turn down, even though he is only likely to be Sullivan's understudy at White Hart Lane.
