The highly-rated full back is being tipped to leave Argentinos Juniors in his homeland and join the growing band of his countrymen plying their trade in The Premiership.
Spurs, of course, have close links with the South American country, and former star Ricky Villa has been spotted at White Hart Lane recently.
The 1981 FA Cup final replay hero is acting as an agent for up-and-coming players in Argentina, as previously reported on planetfootball.com, and is believed to have advised his English contacts to pursue an interest in Seltzer.
The 21-year-old defender could be linking up with pals Julio Arca and Nicolas Medina in the English top flight, providing the ever-complicated transfer details can be ironed out.
South American sources claim Spurs are in pole position to land Seltzer, but there could well be interest from rival clubs.
Indeed, Sunderland may be in the market for a new full back, and Peter Reid has made scouting trips in the past to check on potential targets.
Furthermore, the pint-sized player is currently with the same club that sold both Arca and Medina to Stadium of Light boss Reid.
With the economic crisis engulfing the country as a whole, Argentinian players are expected to head for Europe in an even greater number than has previously been the case, with wealthy clubs looking to take advantage of the situation.
Victorio Ocampo-born Seltzer is well known to top scouts after being involved with his country's successful Under-20 side, and seems ready to make a move before the start of next season.
